Constitution and Governance

The Agency operates under a founding constitution that establishes its mandate, its Board and its reporting lines, and binds it to the principles of clean, accountable administration.

Governance structures

The Board — provides strategic oversight, approves policy and budgets, and accounts publicly for the Agency's performance.
Executive Management — responsible for day-to-day operations and delivery of programmes.
Audit & Risk Committee — independent oversight of financial controls, risk and compliance.
Project Steering Committees — community and stakeholder participation in each major project.

Compliance

The Agency is committed to compliance with applicable legislation, including the Companies Act, public financial management principles (PFMA/MFMA), preferential procurement legislation, and the Protection of Personal Information Act (POPIA).

The constitution is reviewed periodically through stakeholder consultation to keep it aligned with law and best practice.
